The county, the middle part of West Virginia's Eastern Panhandle, was named for Governor Norbourne Berkeley of Virginia. The county seat, Martinsburg, is located on Interstate 81 in the middle of the county. Other principal towns in Berkeley County include Falling Waters, Gerrardstown, Hedgesville, and Inwood. Berkeley County is bounded by the Potomac River to the north, Jefferson County to the east, Frederick County, Va., to the south, and Morgan County to the west. The major highway routes north and south (I-81 and U.S. 11) have made Berkeley County a major tourism and shopping location.
